They might do okay for Sims 4 for a person without the budget for a better system, but they'd run Sims 3 pretty badly with all or most expansions installed. I wouldn't even consider the other three options. The workaround is simple enough, and the game would work fine afterwards I'm just saying don't be surprised when it would just crash over and over right out of the box. The fourth option would also probably need a workaround in order to get Sims 3 running. This is before accounting for your custom content, which, depending on its style, could add no overhead at all or quite a lot. These should be able to run Sims 3, all packs included, on high graphics settings but maybe not ultra, and Sims 4 on medium-high to high graphics. Those next-best options are the fourth and sixth ones you listed.
